On a (FOE- Fold Over Elastic) Band to tie and fit most Size heads from Infants to Adults. The flowers are sewn and glued onto a felt backing with the FOE glued to in. Then a second felt backing is glued down so everything is super secure and solidly made. FOE Color/Print is a variety as is the felt color.
